TPI can help a partnership design and implement its evaluation process to assess both impact and what the value add of a partnership approach has been.
Evaluation and review should not just be considered in the final stages of the partnership, and ideally there should be a review process during a partnerships lifetime. In addition to the achievement of a partnership’s objectives, TPI’s review framework examines the partners’ relationship; how efficiently it is set up and operating; the balance between costs and benefits from each partner’s perspective; and the value-add of partnering. Our reviews – and resulting set of recommendations – can range from a simple ‘health check’, to a 360 degree comprehensive evaluation.

Scale Up Nutrition Business Network
With our Oxford-based partners, Mokoro, TPI undertook a review of the SUN Business Network – a global network operating at country level – including drawing out challenges and good practice in the way the Network is set up and operates, as well as its theory of change, results chain and indicators.
Scale Up Nutrition
TPI designed and implemented a 360-degree assessment for the SUN Movement as part of its role in the independent Mid-Term Review (MTR) team. The assessment comprised a global and country level survey, completed by almost 200 staff, supplemented by a series of 30 semi-structured interviews. The anonymised dataset that flowed from the assessment, combined with TPI’s experience with other partnerships, led to a depth of insight about SUN performance and perceptions that proved instrumental to the formulation of recommendations in the MTR. TPI also undertook a country visit review in Vietnam, and brought its knowledge of effective global partnerships to input into several other elements of the MTR.
Stop TB Partnership
TPI conducted a review of the Working Group Structure of the Stop TB Partnership, consulting with the UN, civil society, government and private sector stakeholders to develop recommendations to refine the structure and improve the partnership’s efficiency, reach, accountability, value for money and measureable results (2011-12).
UNICEF and Save the Children
TPI conducted a review of UNICEF and the International Save the Children Alliance’s co-leadership arrangement of the Education Cluster (for humanitarian aid response). The review analysed the set up of the partnership, the chosen partnership framework, operations, relationships, impact and also assessed the added value of the partnership approach. United Nations System Private Sector Focal Points Meeting
TPI delivered a presentation on evaluation of partnerships, including presenting our partnership assessment tool, to representatives of over 30 UN Agencies, Funds and Programmes at an annual United Nations System Private Sector Focal Points Meeting, together with representatives from business, international organisations, and NGOs (2010).
UNICEF
TPI was commissioned to review UNICEF’s Standby Arrangements with 17 public, private and civil society organisations, which provide surge capacity to UNICEF Country Offices in the aftermath of an emergency. The review examined how these arrangements can better apply the principles of partnership, increase UNICEF’s efficiency in implementing the different steps of the partnering cycle, and informed the development of a strategic vision for Standby Arrangement partnerships for the period of 2010-2015 (2009).
United Nations Commission on Sustainable Development (UNCSD)
TPI developed and delivered an interactive workshop for delegates at the UNCSD providing an introduction into the evaluation of cross-sector partnerships (2008).
